I've just integrated the info from http://et.wikipedia.org/wiki/Saksa_Julg ... tsei_ja_SD since that page gives us a pretty good overview how the Sipo and SD in Estonia looked like in 1942, 1943 and 1944. I can't read what is all written there(also a translation didn't helped me that much)but at least we can clearly see how the Abteilungen and the Referate looked like and who was in command. And yes, I could have written it down year per year as done on that Estonian site but I thought they way I was doing it also would make sense.......
