I think the photo shows Steinhäusl with Oberst der Schutzpolizei Dr. Carl Retzlaff. Retzlaff was 1939 Kommandeur der Schutzpolizei Wien.

Under the pics I have a mention : he's Dr NOZZLEFF Oberst der Polizei, wearing the cross of merit of the german Red Cross.
