Crossed keys are sometimes "Security Guard" related....or possibly a Military school.....what do the chin strap buttons look like? Are the any markings inside to help....you're not giving us much to work with.

I'd guess it's some kind of "Security" Service visor hat, then.....but without more information no idear who/where/when (other than relatively modern with the obvious "vinal" bands/visor....)...
May have British/Commonwealth connections from outside look & visor type....seeing the "construction" might help nail down the country of manurfacture....
