Big embroidered soviet star - for uniform or headgear??

Hi All,
I got an embroidered soviet star and I don't have any clue what it could have been used for. If it was a uniform insigna or belonging to a headgear.
Does anybody know what's this about? It measures 5cm.

Hi All,
Meanwhile I found out that this is a insignia of a soviet political commissar . It was worn down on the left sleeve.
