Did Croatia & Romania have Ambassadors in Africa, Middle Eastern, or the American nations
Who were they?

Croatia didn't have any Ambassador in Africa, Middle East or America although it hosted the Embassy of Japan, which was officially opened in Zagreb on February 11th 1944 and was evacuated on May 5th 1945, while the Japanese diplomats were stationed in Zagreb even before the official opening of the Embassy.

Croatia was recognized by Manchukuo on August 2nd 1941, but there weren't formal ties.

Croatia was trying to establish the relations with Turkey mainly through the Turkish Embassy in Sofia, Bulgaria and it send some emissaries to Turkey, but Turkey decided not to award the recognition, so there were no diplomatic ties, let alone the Ambassadors.

The US Consulate was active in Zagreb for a few months after the establishment of NDH, but some time in 1941 it was closed, because the US didn't recognize the NDH.

Btw, even though NDH was in the state of war with the USA after Pearl Harbor, even on March 31st 1943 there was 229,2 million kuna worth of US capital invested in the NDH, which surpassed even Italy, whose investments were 115,9 million kuna worth.

Croatia did recognize the Free Indian government in late 1943 but there was no exchange of diplomats.
