HI,
I only know the pic is taken in ww2.
Which country is the man from? Which army is he from? What is his rank?
I searched it. Maybe it is from Yugoslavia. From his arm band, he looks like a Major-General.
If he is a general, maybe we can ID him.
Who is he?

Collar Insignia......they were instituted on paper, but weren't worn in all units.
1st row - lapel insignias (basic patches):
1- junior officers (lieutenant-captain
2-senior officers (major-colonel)
3-generals
2nd row - branch insignia, worn on sleeve
1-artillery
2-intendants
3-officers of motorized troops
4-doctors
5-other medical personel

Cap badges...In the early years, partisans of every nationality displayed a national tricolor above/below/under the star (these are Slovenian examples) These insignia were usually cloth, the last one (bottom right) is metal, made in USSR, worn since 1944.
From what I have been told these are scans from an exhibition catalogue put out in the early 90's dealing partisan's uniforms, weapons and equipment.
