Well, the first thing that came to mind when I saw it was the similarity to Arno Breker's "Die Partei" (1939) in Ehrenhof. So the only thing I would venture to guess it is Breker, but where in the Reichskanzlei I don't know...

Oh that's easy, Hitler's favourite German painter Adolf Ziegler. Although he later fell out of favour and finished up in Dachau.

The status is a copy of Myron's Discobolos (the Discus Thrower) (the original c 450BC), which featured prominently in Riefenstahl's Olympia film (she used her Russian boyfriend as the model). Hitler acquired this Roman copy in 1938 courtesy of Mussolini and installed it in the Glyptothek in Munich. It was returned to Italy after the war.

I didn't know that Anatol Dobriansky (seen as torch bearer in the film) was Riefenstahl's "boyfriend", or that he was used as the model for Discobolos. I read the Steven Bach Riefenstahl biography recently, but I don't have it with me at the moment. I'm sure he says that Dobriansky was (briefly) her lover, and I think he also says that he was the Discobolos in the film.
