Oops, wrong information - googling my mystery man to find my first hint, I found another photo of him that is used several places in the internet - and I actually knew that photo well, apparently this other photo is from Ernst Kienast: Der Grossdeutsche Reichstag, 1938.

So my first hint: Member of the Reichstag.
