Can someone please tell me who this NSDAP man is?

This is a photo from a 1939 NSDAP-published book I have titled:
6 years National Socialist Government - The work of Adolf Hitler
Published for the 50th anniversary of our Führer

It contains many photos of the top leaders of the Nazi Party from the years 1933 to 1939.
Most all have captions, telling who is in the photo....except this one!

Can someone please tell me who this NSDAP man is?
The photo was taken before the war.
