2 is Wilhelm Busse.
1 looks like (Hermann Tholens), but I am not sure.

Between Hermann Tholens and Hierl, glancing at the photographer is Curt Wilhelm Löffelholz von Colberg, RAD-Obergeneralarbeitsführer and MdR.

2. Why do you consider he is Curt Wilhelm Löffelholz von Colberg? Even we can only see a part of his face.

I cannot see "Wilhelm Busse" on this well known photo!
№1 is Curt Wilhelm Löffelholz von Colberg
№2 is Hermann Tholens
