It's SA-Oberführer Alfred Leitgen, Chief of the Deputy Führer's Adjutancy.

Who are the two officers in 1938?
1 stands behind Hess.
2 maybe taken in Austria. And 2 is a SS-Brigadefuhrer. Is it Hans Fischböck? I am not sure.
