The interesting thing about Leopold is that he was an "illegal" Austrian Gauleiter then later an Honorary Gauleiter but in the photo above you see him wearing pre-1939 red collar tabs like standard gauleiters. He wore these for a very short time in 1938 after he was made an honorary gauleiter and then switched to the black retired gauleiter tabs soon afterwards.
