Wasn´t he director of Haus der Deutschen Kunst building in Munich afterall?

I´ve seen him in that famous colour footage from 1939 giving speech after Hitler in front of entry to that building.

I do not believe it is Fritz Fink, the author of the "Jewishfrage im Unterricht", but August von Finck, Vorsitzender des Verwaltungsrates des Hauses der Deutschen Kunst/ Getty DB has a couple of pictures to illustrate this:
