A Staatssekretär is a Deputy Minister ?
Who is his immediate superior, and which rank was assigned to him ?

I think that Staatsekretäre is State Secretary. His immediate superior was in this case the minister of State. My guess is that in Dritte Reich he had to be a member of NSDAP, but his work had the nature of technorate civil servant. Couple of examples:

That's not right.

First there was the Führer (Adolf)
under him there are different Minister (like the Minister for propaganda: Goebbels)
and every minister had two Staatssekretäre. One political Staatssekretär which decide the Minister (this could be anyone also someone which wasn't a civil servant, but member of the NSDAP) and one departement Staatssekretär which works in the ministery before the Minister starts there (this one must be an civil servant before)
