Whats this uniform/rank?

Hi all,
among my photos I have found one of a guy who is clearly party hierarchy and not military. But I can not find the rank. Please be so kind to help me to identify the rank and/or function of this guy.

This will probably be a very silly question for you, but I am a total novice in that regard, so any help is much appreciated.

Could this maybe be an Ortsgruppenleiter?

It is a very common design of collar patch in the NSDAP. Possibly an Amtsleiter, but difficult to say without knowing the colours.
