Decree Concerning Internationally Connected Men

While researching Prince Philipp of Hesse, I came across this in Wikipedia: "In May 1943, Hitler issued the "Decree Concerning Internationally Connected Men" declaring that princes could not hold positions in the party, state, or armed forces." I've never heard of this - it sounds more like a decree issued by Monty Python. Does anyone have the original text of this decree and any information on it?

It is mentioned in the book Royals and the Reich by Jonathan Petropoulos.
