The man who is shaking hands with the mufti is a Gauleiter. Perhaps Mutschmann or Sauckel or someone else.

Possibly Wagner- that was my first thought. But mjölnir might be right with Mutschmann. Ninoo- any chance you could enlarge this without too much distorition?
