Snowy Obersalzberg
Here is a festive Hoffmann photo of Hitler and some of his close allies. I believe it is 1939 at the Berghof, but can't be certain.
R to L: Morell, Bouhler, Göring, Bormann, AH, Esser, ? (poss. Bodenschatz), ? (poss. Schmundt) , ? (poss. Brandt).

Well Esser wasn't really a member of the "inner circle" either, was he? Many photos in the BSB collection show Werlin hobnobbing with Hitler during the 1930's. Yes, it does look a bit like Göring in the first photo, but there is also a strong similarity to Werlin. Stronger, I think.
I've been wrong many times before, though, and acknowledge I could be wrong now.

We all make mistakes, but if that's not Göring then I'll give up Third Reich history. I know I can be stubborn at times, but I've never been more sure.
Esser could be considered a member of the inner circle. He was a regular visitor to the Berghof, even during the war. Hitler retained a personal attachment to him as an old fighter, but was not impressed by his organisational talents. That's why he never attained a higher post than State Secretary.

I also thought that was Jacob Werlin when I first looked at the photo. Some possible support for this - this photo may have been taken on the same occasion as the group photo showing the Berghof regulars in formal dress in the Berghof Great Room (this photo is in Eva Braun's photo albums in the US National Archives, RG 242-EB, Album 6, Photo 7). I believe this photo was taken on New Years Eve 1938/39. Interestingly, all of the following are seen in this photo: Morell, Bouhler, Bormann, Hitler, Schmundt, and Brandt. I don't believe Esser is in the photo, but his wife is. Speer is also in the photo. But Göring is NOT. This seems to be a match-up of more than coincidence between these two photos.
