Given the location you are no doubt correct as usual, though it is not out of the question for a wealthy young boulevardier to have brought a Morgan across the pond. As a former Morgan owner myself (1963 Model 4/4) I did not look beyond the marque, and in fact was unaware that the 3 wheeler was built under license in France. Still it is a very interesting pic-too bad the photographer was focused on the background instead of the car!

I find the Bedford, the fifth photo in Luftflotte2's post of 17 August, interesting. It looks very much like a British army vehicle, aside from the civilian-looking tyres, but it is lefthand drive. Does anybody know if Bedford sold export versions to European armies pre-war?

It was 17 July, not August.
Sorry if i got something wrong but that Bedford ML is with typical military split rim wheels, and the tyres are also of military size, although with "road tread". The civilian wheels are smaller in size and the rears are dual. Like this:
I know you know it but note this one is also LHD. Apparently also an export version, maybe for the civilian market, maybe for army needs.
Talking about export, Bedfords of M and O families (the latter with civilian bonnet) were delivered to some armies in Europe, from memory the biggest customer was Danish Army:
