Like my opinion it looks like a " snow milling machine" Oh my god, my bad english
I think this is the back view of the Machine. If you look carefull , the people insite the cap are all looking forward. In front we see somethink like a "big barrel" wich throw the snow away.
but the exact typ??? I get very less Information about this.

Whats your opinion?
