I had first thought that this was a view of senior Soviets conferring, but now I am convinced that the two figures to left of centre are Luftwaffe aircrew. The other figures are mostly in leather coats and flat hats, Soviet style, and, possibly one in a flying helmet. The sight of a grouping of 2 Zis 101 cars plus a Gaz M1 is unusual in itself, private photography was rare in the Soviet sphere at the time. Perhaps a meeting before Barbarossa, when the two sides had an uneasy truce.

Well Kerry if you're right then it might be during the conquest of Poland by German and Soviet forces.
Or before the Munich conference when the Germans were still hiding their armaments from Versailles diktat. During which time they enjoyed cozy relations with the Soviets. Going to tank training exercises in Russia for the new Panzerwaffen. This is when the Germans saw Russia's new military elite paratroopers for the first time.
Who knows the picture might have something to do with that.

first I thought like You that it could be in Russia, because there was a special secret treaty (treaty of Lipezk) between the Reichswehr and the Red Air Force about a flying school and testing ground in Lipezk, about 400 kilometers in the southwest from Moscow. There German pilots could learn to fly and test airplanes. The routine flying operations began in June 1925 and ended in September 1933. But this pic cannot be made at this time, because the Germans soldiers and pilots are not allowed to wear uniforms, and the cars ZiS 101 and GAZ M 1 are produced later, after the close of the flying school in Lipezk.
