For starters, based on the sign, I'd say France. Also with all the troops (luftwaffe?) in dress uniform on the sidewalk, I'd say a parade rather than during the fighting.
Or do you want the name of the town and the exact date? There I cannot help you. Not 1940 based on the crews uniform smocks and the LSSAH device.
Hope that helps a bit.

Don't think it's 1940 because of the Eichenlaub around the divisional symbol, which was introduced after Dietrich was awarded the Eichenlaub to his Ritterkreuz. I'd say the parade for Von Rundstedt in Paris on 29.07.1942.

Louis Vuitton still is a top fashion house and they have their shop on the Champs Elysee.

From Bundesarchiv. The three standing officers are, FLTR: SS-Obergruppenführer und General der Waffen-SS Josef "Sepp" Dietrich (Kommandeur SS-Division LSSAH), Generalfeldmarschall Gerd von Rundstedt (Oberbefehlshaber West), and SS-Obergruppenführer und General der Waffen-SS Paul "Papa" Hausser (Kommandierender General SS-Panzerkorps)...
