Looks like this beautiful arc is a kind of chassis crossmember and the headlights are mounted behind it?

Hi ilfil,
I am sure that you are right, I have seen this type of crosspiece on other photos of French trucks. Some Latil, Rochet, Berliet and Laffly seem to be straight across, Delahaye and Panhard curved upwards, but with the flat face horizontally orientated, not vertically. It seem that, like the tubular bars on the front of British military trucks, some of the heavier French trucks had flat plates of various sorts.
