Very nice picture!
Well let’s see if we can figure out what is taking place in this photo.
1. It's the winter of 1944 or 1945 with snow on the ground.
2. The solider is in US Army (rank unknown)
3. The solider is US Paratrooper (look at the trousers tucked into the boots).
4. The solider is unarmed with no helmet or web gear.
5. Several panels on the Aircraft have been opened for inspection, servicing.
6. There is snow on the aircraft, so it has been outside for some time.
7. The vertical stabilizer looks to have suffered bullet damage, with possible repair work started.
8. The Me 262 is in the mountains and appears to be intact. (no crash landing)
9. Judging by the height of the horizontal stabilizer, the jet appears to be sitting on its landing gear.
10. It looks to be located on a hillside road or some other flat area about 20-25 feet above a small village.
11. The village is located on the valley floor with nice stone buildings. (rich area)
My best guess is… It’s the winter of 1945, after the war. The location is most likely in Southern Germany, or North West Austria, US occupied sector.

Oberammergau is in Southern Germany, Bavarian Alps, SW of Munich, very near Austria border. The prominent mountain peak in the background of the photo might be Der Kofel, a local landmark.
On Google maps I can see no airfields nearby. So the Germans might have been using long, straight roads to fly fighters. One road #23 (might be a new road) has two different short tunnels. These would have been a nice place to hide fighters between missions.

There was the Oberbayerische Forschungsanstalt, a huge Messerschmitt R&D centre located in Oberammergau in a former military barracks, though. E.g. Me 163 C prototypes and P.1101 were being built there, Me 262s were apparently present there too.

Can someone explain the two intersecting rings under the tailplane?

Possibly marks left by some sort of work stand or perhaps the tailplane was set on top of barrel and then moved slightly as some point. The plane was probably under construction at one of Speer's many wide spread secret facilities thorough out Germany.
