Luftwaffe Eagles with Drooping Heads

Luftwaffe Eagles with Drooping Heads
I have seen some Luftwaffe eagles on buildings that have heads that really droop down ... I was wondering why this was. Other Luftwaffe eagles seem to look straight ahead, while in flight. Were the ones with drooping heads supposed to be looking down, as in hunting an enemy on the ground, or was this style just a convention? Here are just a couple of examples that came from barracks buildings.

Hi Geoff,
Just musing on the subject, it could be that these are early Luftwaffe eagles, and they were still attempting to find the right 'look'
as an example. the Luftwaffe breast eagle on the service tunic changed from the pre-war droop tail style, to the more streamlined
flying eagle with the head looking forward, which was then used through the war years.....
