Was curious, how did the Luftwaffe determine how many guns to put at a certain location, and also how were they generally arrayed?

Quantity: determined by the relative importance of the target and the resources available.

Positioning: the geography of the terrain around the target generally determined how the guns were sited.

One of the factors considered when positioning the batteries was to engage the bombers before they could drop their bombs. Flak could also be concentrated on common directions of air raids.
