At first glance I thought Keitel, but looks to be Fedor von Bock.

The pic which you show is not from Munich 1938! It shows Chamberlain's visit at Hitler's Berghof on September 15th, 1938.

I think it`s Keitel too.
Can`t find any reason why Bock could be there.
