The gentleman on the right appears to have Beamte tabs, as I stated previously. On further reflection the light tabs makes me wonder if the gentleman on the left is a Militärverwaltungsvizechef?

An official visit of minister for Foreign Affairs of Poland, Józef Beck in Berlin. Left to Beck Fieldmarshall an Minister of Reichwehr Werner von Blomberg, July 1935
Hi, who is the general 2nd from left? I believe at far left is Generalleutnant Erwin von Witzleben (Kommandierender General III. Armeekorps Berlin)..

There's a picture of Dr Wilhelm Burandt (* 28.06.1898 in Wiesbaden; † 15.08.1984 in Montreux/Schweiz) here: http://www.bezreg-duesseldorf.nrw.de/wi ... randt.html. It appears as if it had been taken at a later date. I hope this helps, I am reluctant to make the comparison on my own!
