The second pic concerns a meeting in the HQU Oberost/Generalgouvernement in Poland.

Can samebody identify this general LW? Probably he was associated with antiaircraft defense?

It looks like Generalleutnant Hans Degen to me. He wears a Heeresbergführer-Abzeichen (as he was involved with the Gebirgstruppe during World War II) and the hairline is also quite characteristic (http://web.archive.org/web/200910271018 ... _HANS.html).
