my bet for the Heer is Generalmajor Ernst von Poten: it appears he is a former Austrian (EK2 and EK1 from 1939, many ribbons), Poten was Kommandeur rum. Sternenorden and owner of KVK2, EK2, EK1, VerwAbz Schwarz.
