What is even more confusing ... why is Lamey wearing two rank pips, if he was only a GM?

I think perhaps those "pips" may just be the contrasting colours of the plaits in the braid of the shoulder boards?

You may be right, there seem to be no pips on the other (left) shoulder. A very peculiar visual effect ...
