What is even more confusing ... why is Lamey wearing two rank pips, if he was only a GM?
There are times in history when staying neutral means taking sides.

I think perhaps those "pips" may just be the contrasting colours of the plaits in the braid of the shoulder boards?

You may be right, there seem to be no pips on the other (left) shoulder. A very peculiar visual effect ...

Could you tell me who is the General pictured here?
The photo was taken in Vienna during the visit of Count Ciano in Vienna in 1940
