Ulrich von Tippelskirch, born 3 October 1883 in Bretleben/Kreis Eckartsberga and died 31 December 1967 in Steinebach/Woerthsee...

Apparently, he was in the Navy during the first war but was Luftwaffe from 1936 on. He was promoted to Generalleutnant on 1 April 1943...

Toward the end of the war, he was mostly in quartermaster duty but his last assignment was on the Staff of Luftgau-Kommandos XXV. He was assigned to the Fuhrerreserve OKL from 18 June 1943...

He is brother of General der Infanterie Kurt von Tippelskirch...

His son is Leutnant Achim von Tippelskirch...

Regarding the photo of von Tippelskirch with the foreign officer, it is indeed a Hungarian general, and although the rank tabs are not absolutely clear, it seems that it could be a Generaloberst (vezerezredes). The hat and the angle of his head make it a little harder to identify him, but it could well be the Chief of the General Staff, Ferenc Szombathelyi.
