Possibly the crossed batons on shoulder boards were not introduced still, for rank of Großadmiral.
Generalfeldmarschalls shared the same Kragenspiegel Larisch Stickerei of generals until 1941.

Konteradmiral = 1 narrow stripe
Vizeadmiral = 2
Admiral = 3
Generaladmiral = 3 (when not OBdKM - no distinction on tunic!!!)
Generaldamiral = 4 (only in function as OBdKM)
Großadmiral = 4 (same as Generaldamiral as OBdKM - no distinction on tunic!!!)

I read somewhere that Raeder as a Generaladmiral was permitted to wear the extra stripe as he was C-in-C of the Navy.

Thank you guys. I've found out that the picture was taken by famous photographer Franz Langhammer in 1936 not long after Raeder was promoted to Generaladmiral rank, so this is, as Christian and Bill said, Generaldamiral = 4 (only in function as OBdKM)...
