Westhoff's promotion to Obstlt. was listed in the HPA PV of 14 Feb 1941.

Well, according to this HPA PV, Keilig is incorrect. This promotion, from the PV issued on 14 Feb 1941, is clearly in a section titled "Mit Wirkung vom 1.Dezember 1940 werden befördert". Other than the fact that there are other promotions in the same PV which were "mit Wirkung vom 1.März 1941", there is nothing within to support Keilig's date.
