Hi,
here is a pic from LIFE taken by Hugo Jaeger. Who are these admirals with Raeder? Admiral Raeder holding the baton given to him by Hitler on his appointment as Großadmiral aboard the Scharnhorst, probably in Wilhelmshaven,4 1939

That is because he has his baton, which prevents the use of the hand.
