Sorry, Helly, but I have to disagree- this is indeed the ubiquitous Wilhelm Brueckner (I would make that Umlaut-U but can't seem to make one with this particular keyboard).

I must agree with Mike identification
Brückner usually stand with bend head.
thick neck fit.
awards on jacket fit.
in more position BEHIND Hitler and not NEXT to him indicate a close collaborator and not an official during a meeting.

I have just a photo of Brückner young!
Here is a brief bio from The Encyclopedia of the III Reich by Christian Zentner:
Brückner, Wilhelm, b. Baden-Baden, December 11, 1884; d. Herbstdorf (Chiemgau), August 1954. SA-Obergruppenführer (November 9, 1934). Brückner was a officer in the First World War and then fought with the Epp Free Corps; he studied political economy. He joined the NSDAP in 1922, and led th SA "Munich" regiment during the Hitler Putsch in november 1923. After serving four months of his one-and-alf-year term, he worked for a time as representative of the Volk League for Germandom Abroad. In 1930 he joined the SA; he become Hitler´s SA adjunt and was thereafter part of Hitler´s personal entourage. Through Brückner, Hitler made the acquaintance of his attending physician, Karl Brandt. Because of internal disagreements in 1940 Brückner transferred to the Werhmacht, where he become a Colonel by the end of the war.
