Well... The rune in cross in the arm mean is Member of School of Leaders of SS
The SS grade in the neck is Brigadeführer before 1941. In this year was changed. This photo was taken before these year.

This photo also appears in Robert Wistrich's book "Wer war wer im Dritten Reich", where it says it was taken in Munich in 1938 and this man is identified as Karl Wolff.
I had my doubts at first, as I think in this one he looks somehow different from other photographs of him (or maybe it's just my imagination) but at least his decorations and rank do match Wolff's at that time.

Hi!
At first I was sceptical as well: this man seems to wear a moustache... But when you look closely, that's him (I recognise him quite easily). I can tell because of his chin. Moreover, he wears the aiguillettes which are the insignia of the aide de camp (he was the main aide de camp of the Reichsführer-SS for a long time). Beside this, he wore some medals from the first world war.
Next to him seats the Sipolizeiführer SSGF Heydrich.

The man in this photograph (which is much clearer in the Wistrich book) can be seen to wear the Iron Cross 1st and 2nd Class, the 1914/18 Honor Cross, the German Sports Badge and is also holding the SS Honor Sword. Thus the decorations match perfectly except for the lack of the SA Sports Badge, which may well simply be covered by his left arm.
(The Iron Cross 2nd Class is not listed separately in the DAL for holders of the First Class because every recipient of the 1st Class also had the 2nd Class as well.)

In the photo in Wistrich's book you can tell it's not a moustache, just a shadow.
Right, and Wistrich identifies the man next to Heydrich as August Heissmeyer.Next to him seats the Sipolizeiführer SSGF Heydrich.
