Thanks. According the photo 5 were ahead Dönitz in list, no only Carls as many says

Well, that's just a photo. According to the rank list, 5 Generaladmirale were senior to Dönitz until he made Großsadmiral (skipping Generaladmiral):
Albrecht, Saalwächter, Carls, Witzell and Boehm. And 15 Admirale were senior to him when he was promoted to Admiral on 14-3-42- in order of rank:
Bastian, von Nordeck, Guse, Canaris,, Karlgeorg Schuster, Densch, von Fischel, Mewis, von Schrader, Mootz, C. Patzig, Hormel, Schmundt, W. Fuchs and K. Fricke.

I think where Carls came in was that he was the only other finalist being considered to take Raeder's place as Grossadmiral and OB der Kriegsmarine. Seems I remember reading Raeder was in favor of Carls but Hitler wanted Dönitz because of his work with the U-boats and iron belief in final victory.
