FWIW, I don't think those photos are the same man.
The mystery man's mouth turns down sharply at the end with a small dimple next to it........ v.Tippleskirch's mouth does not turn down as sharply and he has no dimple, only a large vertical crease. Also, mystery man wears his hat rather high on his head (notice distance above ear), v.Tippleskirch does not. The shape of the ear is perhaps the most telling difference though.
In my opinion, the mystery remains.
