In Triumph des Willens at the military parade [after the tribute to the war dead and before the closing party congress] who is the man who shakes Hitler's hand after the first group have gone past and what does the big black arrow with white outline on his left shoulder above the swastica armband mean?

The man is SA-Stabschef Victor Lutze. The arrow on his sleeve means that he's a graduate of a Reichsführerschule (SA and SS officers school).
