I'm pretty sure about these five:
Kzl.Ang. = Kanzleiangestellte
TOS = Technischer Obersekretär
TOS a.Pr. = Technischer Obersekretär auf Probe
apl. = außerplanmäßig
Rechn.Prüfst. = Rechnungssprüfstelle
Unterk.Arb. = Unterkunftsarbeiter
Verm.Techn. = Vermessungstechniker
Furthermore, as most of these abbreviations seem to have to do with the German railway system, I would speculate that:
BAng. = Bahnangestellte(r)
RAmtm. = Reichsbahnamtmann (otherwise I would think Regierungsamtmann)
As for "G.f.O.W.Mstr.": No idea about the "G.f." part, but in a railway context "O.W.Mstr." shold mean "Oberwagenmeister"

in Verwaltungspolizei dienstgradbezeichnung (administrative police rank name) I found references which could fit :
Botenmeister (= revieroberwachmeister der polizei /NCO)
Buro angestellte (not police rank only administrative rank)
Polizeiassistant anwarter (=hauptwachtmeister /NCO)
W.M. = Waffen Meister (= leutnant der Polizei)
TOS must be POS (Polizei Obersekretar + POS a Pr) (leutnant)
Regierungsamtmann (haupleute der Polizei)
Min Reg = Ministerialregistrator ( = Oberleutnant) der Polizei)
others are not listed because they are not administrative Police rank but lower administrative rank

PStRFSS = Persönlicher Stab Reichsführer SS
O-Steuer-J = Obersteuerinspektor
(The last one needs explanation on the use of the letter "J" instead of "I". When it comes to titles, in "administrative German" the letter "J" was and still is used instead of an "I" to avoid confusion with the Roman numeral "I". Thus, for example, "Amtsinspektor" is still abbreviated "AJ" instead of the seemingly correct "AI")
