While going through HPA appointment lists, I came across a long list of retired generals who had their z.V.-Stellung ended on 31 Aug 1943. On the list was a GL z.V. Müller-Michels. While searching AHF for this name, the only result was for this topic with Gen.luftschutzführer Müller-Michels. Does anyone know if this Müller-Michels could be the same one in the appointment list?

yes,

Franz Müller-Michels retired on 31.01.1938 as Generalleutnant and former Commander of the Luftgau VII
Generalluftschützführer in Rheinland from 1.6.1939 to 8 mai 1945.
z.V. in WK IX from 8 june 1940 - 31.08.1943

Müller-Michels was only "Müller" in 1937. When did he change his name? It may be found in Hildebrandt, but I don't have him here.
There are times in history when staying neutral means taking sides.

Also, this means that Generalmajor Ludwig Klupp (* 20.09.1878 in [?]) was an officer of the Luftwaffe?

He was a former officer of the Bundesheer (Heer nontheless) and is name is mentioned in many contemporary newspapers; e.g. in 1943 "Landesgruppenführer des Reichsluftschutzbundes, Generalluftschutzführer Generalmajor z. V. Ludwig Klupp".

Generalleutnant Fritsch, Generalmajor Constantin Rember, Polizeioberst a.D. Oldenburg, SA-Gruppenführer Artur Rakobrandt or SS-Brigadeführer Wilhelm Weiss were too Landesgruppenführer RLB and had no connexion with Luftwaffe.

Generalleutnant Franz Müller-Michels (1886-1972)

In May 1940, Müller-Michels wrote to the HPA and inquired whether he would be recalled to service. Because he had been just a "Müller" during his former Luftwaffe service, the clerks could not find him on their list and placed him z.V. mit Wirkung vom 8. Juni 1940. Müller-Michels then wrote back that he already was on z.V. since 1 April 1939, and only then it was discovered that he was identical with Franz Müller. As no one could imagine any suitable assignment for him and he was employed by the RLB, he never got any Mobverwendung (much to his dismay, as it seems).

01.04.1939 zur Verfügung des Heeres gestellt (jedoch keine Mobilmachungsbestimmung erhalten)
31.08.1943 z.V.-Stellung aufgehoben
