It would not surprise me if it is the Turkish Order of the Medjidie (the neck worn version enclosed). Fischer served under the Turks from 03.08.1914 to 19.02.1919.

Hi! That is in fact the Turkish Mejidie Order, 3rd Class with Sabers. Here are all of the decorations of Charakter als General der Infanterie Herbert Fischer from the 1930 Rangliste.
