Goebbels is often referred to as Dr Goebbels and Ernst Neumann, the leader of the Memel Deutschvolk, is referred to as Dr Neumann. There are probably many more examples but I would like to know - was it a courtesy title or were they drs of a university subject and capable of teaching that subject?

Goebbels was a bona fide Ph.D.; he had attended studies in the fields of Germanistik (= German philology), ancient philology and history and attained his doctor's degree in Germanistik at the University of Bonn.
I'm not familiar with the details of Neumann's biography, but generally spoken, if somebody has the title of Doktor (Dr. for short) before his or her name, he or she is a "real" doctor; honoray doctors have "Dr. h.c." (h.c. = honoris causa) for a title and are called "Ehrendoktor" in German.

Dr. med. vet. Ernst Neumann was a veterinarian.
