I put this picture in this section. Is he Soviet or German?

I am not specialist - I do not know very much about uniforms.

This picture is interesting. Three things are interesting:

1) Mustaches - (untypical that reminds me 19th century' kings and aristocrats)
2) Hair style (German?)
3) Coat (German or Soviet?)

Generally, is he Soviet or German soldier? Btw. German or Soviet - he looks funny. (In the background there is a Christmas tree, soldier is shaking hand of Pole)
