Over the years there has been some confusion as to whether French General D' Astier was one and same with a Moraglia. The fact is that these are two separate men. Hence the Colonel Jean Moraglia is our missing French recipient who was given the award at a state dinner in Berlin during General Vuillemin's visit. The French Recipients all received theirs at the same occasion -- Göring being very generous in decorating not only Vuillemin and D' Astier, and attaché Stehlin, but Vuillemin's aides: Moraglia, Petitjean-Roget, De Geffrier and a Captain Schmiedlin (first name unknown).
My updated list now shows 89 confirmed recipients.

I thought I'd post of photo from the web that shows French General Vuillemin with his staff during his state visit to Germany. This shows all those French Officers who would be awarded the CPO Badge with diamonds during this visit. These men are rarely seen and although they are not wearing their badges here yet, at least one can see who they are.
From left to right are: Paul Stehlin, the French Air Attache to Berlin, General Vuillemin, Ambassador Poncet, Göring, Colonel Jean Moraglia behind Göring, General D' Astier, Capitaine Schmidlein ?, Albert Petitjean-Roget, and Hubert-Marie Joseph De Geffrier. Over the years I have seen photos of all 7 of these French Airmen wearing the badge. But in this photo there is an 8th French Officer whose shoulder and top of his head that can be seen behind D' Astier. One wonders whether this officer too was awarded a badge??
I have also included an updated list of all known recipients that have been verified through documents or photos. The number now is 89:

An interesting thing: in the photos I added here the eagle on his uniform has been removed. Postwar censorship?

The French officer identified as an holder, but with a garbled named Captaine Schmidlein is in fact:
Marie Joseph Paul Chemidlin
Another member of the French mission was Commandant, later Général de Division Aérienne, René Marie Yves Louis d'Arnaud de Vitrolles, so he maybe another possibility (#8). However I have only seen postwar photos of him - not wearing the badge!
