Was it common that Luftwaffe officers serving as Fliegerhorst kommandanten around Europe were also given the title "Festungskommandant" if their airfeld was declared as "festung"?

I`ve seen this a few times in Norway, and just wondering if it was the same in e.g Denmark, Netherlands or France?

I am unaware of that happening outside of Norway, although it's possible. There were several cases in Russia where the Kommandant of a Fliegerhorst was designated as a Kampfkommandant for the defense of the airfield.
