Hi that´s a Luftwaffe uniform. It´s Ritterkreuz recipient Herbert Hampe, a Luftwaffe NCO.

We were speaking of Erich Hampe,
1921- 1941 engaged in the "Technische Nothilfe", at last deputy head of the Reichsamt der Technischen Nothilfe
later Chef der Abteilung Technische Truppen im OKH (In 11)
resp. General der Technischen Truppen im OKH
1951 Ministerialrat im Bundesinnenministerium
1954 Präsident der Bundesanstalt für zivilen Luftschutz
He won the Großes Verdienstkreuz des Verdienstordens der Bundesrepublik Deutschland

and your man is: Herbert Hampe
Oberfeldwebel and Flugzeugführer in the II. Gruppe des Kamfgeschwaders 3, Ritterkreuz (KC) 05.04.1944

Notoriously a big difference
