12th SS at Rocherath Dec. 18th?

I was wondering who gave the absurd order for the bulk of the 12th SS-Division to attack straight into Rocherath on Dec. 18, 1944, rather than bypass it to the south. Was it Priess at I. SS-Pz.Korps, or Kraas at 12th SS-PD? Thanks.
