How did the official naming system for units work?

First of all, did all units down to battalions have an unique ID number to globally identify them regardless of hierarchy? Like for example the "615th Battalion". Or did only independent units have a global identifier?

For example, if one wanted to state the full name of the third company, in the third battalion of panzer regiment 33 in panzer division 9, would one write the following?

3./III Abt./Pz. Rgt. 33/9th. Pz. Div.

Could one alternate it and instead refer to the battalion by its global number, and perhaps refer to the regiment by it's hierarchical order within the division instead?

3./Pz.Abt. 143/II Pz. Rgt./9th. Pz. Div.
